Objective:

To explain exactly what happened during a traffic crash and how it relates to the law and could/should it have been avoided. Can we learn something so that it won't happen again?

Who is Murray Klatt?

Murray is a retired RCMP Sergeant who served for over 30 years with the RCMP in the Province of Saskatchewan. He has been in major traffic collision investigation as a Collision Analyst and Reconstructionist for over 25 years and for over 7 years was in charge of the Collision Analyst Program for the RCMP in Saskatchewan. He has attended in excess of 500 fatal, over 800 injury and over 800 property damage crashes.

Murray has instructed On-Scene Collision Investigation to Police Officers, insurance adjusters and Crown Prosecutors. He has also instructed on and co-ordinated an Advanced Collision Analysis (Level III) Course.

Murray has been qualified as an Expert in Collision Reconstruction in all levels of Courts in Saskatchewan in excess of 85 times.

Murray has made dozens of presentations to various interest groups on traffic safety. He has a genuine concern for the lives of those who ride in or operate vehicles and has an intimate knowledge of the laws as they pretain to the operation of vehicles.


HISTORY OF EMPLOYMENT
Joined the Royal Canadian Mounted Police on October 9, 1973. Following Postings at Fort Qu'Appelle, Onion Lake, Pierceland, Weyburn, Southey, Melfort, Regina Detachment, Criminal Operations Reviewer, Division Traffic Collision Analyst and NCO in charge of Lumsden Detachment, retired on January 21, 2004. Created Collision Connections, Reconstructing, Consulting and Training on November 14, 2003.

- Slide to Stop - about 2500 tests - involving cars of all sizes with conventional and ABS brakes; semi-trailers - singles and AB@ train (loaded, unloaded and bob-tailing); Greyhound bus; tandem truck loaded and unloaded; 5 ton tow truck on wet and dry pavement; full size and mini vans with conventional and ABS brakes; all sizes of cars with fully inflated, partially inflated and flat tires; pickup trucks with conventional and ABS brakes plus all types of tires; high speed braking with ABS (with and without steering input); motorcycles of all sizes upright and sliding on their sides; human bodies; snowmobiles on loose and packed snow; full size car pulling a trailer with no brakes on the trailer on wet and dry pavement; a 1 ton tow truck pulling a Crown Victoria on wet and dry pavement; full size van trailer, a full size school bus, a tanker trailer on their side and a full size car on it=s roof .

- Critical Speed Curves - about 1125 - involving various passenger vehicles and pickup trucks, with and without ABS.

- Vault - about 25 tests - involving cars, pickup trucks and a suburban.

Falls - about 20 tests - involving dropping a bag of sand and bottles of water.
